On May 2, 2023, Detectives with the Lancaster Bureau of Police obtained and executed a search warrant for a residence in the 300 block of S. Queen Street, Lancaster, Pennsylvania. The search yielded a handgun with an obliterated serial number.
Det. Adam Flurry added one count of Possession of a firearm with altered manufacturer's number against Concepcion to the previously reported charges.

Concepcion is presumed innocent until proven guilty.

Det. Adam Flurry charged Edwin U. Concepcion, 22, of Lancaster, Pennsylvania, with Criminal homicide, Persons not to possess, use, manufacture, control, sell or transfer firearms and Firearms not to be carried without a license concerning the homicide of Israel Lugo.
Officers with the Lancaster County Special Emergency Response Team and the Lancaster Bureau of Police took Concepcion into custody in the 300 block of S. Queen Street without incident.
Concepcion is presumed innocent until proven guilty.

Investigators with the Lancaster Bureau of Police have identified the victim as Israel Lugo, 68, of Lancaster, Pennsylvania. The Lancaster County Coroner's Office conducted an autopsy and determined the cause of death was multiple gunshot wounds, and the manner was homicide.

On 1 May, 2023 at 2:02 pm officers from the Lancaster City Bureau of Police were dispatched to the first block of W. New St. for a reported shooting. Officers arrived on scene and located an unresponsive adult male who appeared to have been shot. Officers secured the scene and Emergency Medical Services arrived to assist. The male was conveyed to a local hospital for treatment but did not survive his injuries.
