In April, 2023 Lancaster City Bureau of Police Detective Jacob Bingham began an investigation into an allegation of Deceptive or Fraudulent Business Practices (M1) and Theft By Deception (M1). The allegations involved the below subject, Susana Cortina. Persons in the community contracted Cortina to perform legal services for them, and while she was a licensed attorney at the time, Cortina failed to follow through with the clients on the services promised.

On May 9^th, 2023 Detective Bingham filed charges against Cortina for Deceptive or Fraudulent Business Practices and Theft By Deception, before the honorable District Justice Jodie Richardson. These offenses took place between September, 2020 and December, 2022. During that time frame, Cortina was employed by the Spanish American Civic Association (SACA) at 453 S. Lime St. Lancaster, PA.

Detective Bingham believes there are unidentified victims who were defrauded by Cortina during the same time frame that the alleged offenses took place. We are asking any unidentified victims to come forward at this time.

Although Cortina was employed by SACA at the time of the offenses, she was not acting on behalf of SACA when she took on legal clients. SACA has fully cooperated with this investigation and is also concerned that there are additional members of our community who were victimized by Cortina, but have not filed a police report or initiated an investigation.
