 Officers from the Lancaster Bureau of Police have identified the victim as Johan Parra, a 31-year-old Lancaster resident. Through the course of the investigation, Detective Sergeant Thomas Ginder has charged two individuals: Jomar Santos, a 14-year-old Leola resident, with criminal homicide, conspiracy to commit criminal homicide, possession of a firearm by a minor, firearms not to be carried without a license and recklessly endangering another person and Jayziah Echevarria, an 18-year-old Lancaster resident with, criminal homicide, conspiracy to commit criminal homicide, firearms not to be carried without a license and recklessly endangering another person. 

Det. Sgt. Ginder direct filed the charges against Santos.

The incident developed rapidly, and the Bureau resolved the situation quickly with assistance from the Lancaster County Special Emergency Response Team and the Lancaster County District Attorney's Office. The Bureau would like to thank the Lancaster County SERT and District Attorney's office for their assistance.

The investigation is active and ongoing. The Bureau encourages anyone with information about this investigation to contact the Det. Sgt. Thomas Ginder at 717-735-3345.

Both Santos and Echevarria are presumed innocent until proven guilty. 
 

***Update August 2, 2023, at 5:36 PM: This is still an active investigation, but Bureau does not believe there is any danger to the public. The scene has been cleared and the streets are now open.***

***Update August 2, 2023, at 1:49 PM: We urge the public to avoid 400, 500, and 600 blks of W. Vine, St. Joseph Street, and Poplar St. Currently, St. Joesph Street to Poplar Street. to E Filbert Street are shut down. The public should also avoid W. Strawberry Street and St. Joesph Street.

Lancaster City Police responded to calls for shots fired this morning at 11:53 AM. Officers arrived at the 400 blk of St. Joseph Street and located a deceased adult male. Officers are currently on scene at 500 W. Vine St.

We urge residents to avoid the area. We will update this post when more information becomes available.
