Det. Ryan Hockley of the Special Investigations Unit (SIU) received a referral from the National Center for Missing and Exploited Children (NCMEC) as a "Cybertip". The Cybertipline report detailed that child pornography had been uploaded to a Google account. The upload and the IP address corresponded to a Comcast Cable subscriber in Lancaster, PA. A further search of the IP address showed the subscriber as John Henry of the 400 blk. Pearl St. in Lancaster City. Det. Hockley continued his investigation and consulted with the Lancaster County District Attorney's Office.
Detectives and Officers from Lancaster Bureau of Police executed a Search Warrant at the home of John Henry. A number of items were seized, including Henry's phone. A data extraction from the phone yielded a large quantity of videos and images depicting children under the age of 18 engaging in prohibited sexual acts or in the simulation of such acts.
As the investigation continued, Det. Hockley discovered that (2) recordings of video on Henry's phone were recent and depicted a child from the household. That victim is less than 5 years old. An interview with Henry yielded information that Henry had sexually abused the child on numerous occasions.
Additional consultation with the Lancaster County DA's Office was warranted. Charges against Henry were approved. Det. Hockley filed a Criminal Complaint against Henry, charging him with Rape Victim Under Age 13, Sexual Assault, Indecent Assault, Aggravated Indecent Assault of a Child, Indecent Exposure, Incest, Corruption of Minors, Unlawful Contact With Minors, Sexual Abuse of Children, Dissemination of Child Pornography, Sexual Abuse of Children- Child Pornography, Criminal Use of a Communications Facility.
Henry was processed on the Criminal Complaint and held for arraignment. Henry was committed to LCP after bail was denied.
All persons accused of a crime are presumed innocent unless proven guilty in court.
