On the morning of August 16, 2024, Lancaster City police officers responded to a cardiac arrest on the block of 500 Hamilton St. Officers located an adult female victim unresponsive and beyond life-saving measures. Detectives spoke with Rocky Feliciano, who found the victim deceased. Feliciano told police he had met up with the victim the night before, and the two had consensual sex before falling asleep. During the investigation, detectives discovered video evidence that showed Feliciano sexually assaulting the victim while she was unconscious and unable to consent. 

On December 9, 2024, The Lancaster City Bureau of Police arrested Rocky Feliciano on the following charges: one count of Rape, one count of Criminal Attempt Rape, one count of Involuntary Deviate Sexual Intercourse, one count of Criminal Attempt Involuntary Deviate Sexual Intercourse, one count of Sexual Assault, one count of Criminal Attempt Sexual Assault, one count of Aggravated Indecent Assault - without consent, one count of Criminal Attempt Aggravated Indecent Assault - without consent, one count of Aggravated Indecent Assault - unconscious person, and one count of Criminal Attempt Aggravated Indecent Assault - unconscious person.
