1. At 6:35 a.m., police were dispatched to Eagle River Homes (21 S. Groffdale Rd. Leola) for a disturbance.  Upon arrival, police were advised a female (Pamela Tipton / 47 year old white female / Lancaster) had caused a disturbance inside the business and had since fled the area.  Police located Pamela Tipton nearby rolling around on the ground screaming and crying.  Pamela Tipton exhibited signs of being under the influence of a controlled substance and admitted to using crack cocaine prior to being dropped off at the business.  Pamela Tipton was arrested for public drunkenness and cited. 
2. At 11:35 a.m., police responded to the intersection of Old Philadelphia Pike & Greenfield Rd. for a traffic hazard.  Upon arrival, police learned the operator of a concrete truck was traveling on Old Philadelphia Pike approaching the intersection of Greenfield Rd.  The operator advised he was approaching a red light and braked hard to stop.  While braking hard, concrete spilled from the front opening of the mixer and onto the roadway surface.  The concrete trucking company (New Enterprise Stone & Lime Company Inc.) was summoned to clean the roadway along with Penn Dot.  The operator was cited with violating PAVC 4903 (Driving with Unsecured Load).  The roadway was partially shut down as a result of the incident.       
3. At 5:00 p.m., police were dispatched to Kohls (2350 Lincoln Highway East) for a retail theft not in progress.  Police reviewed video surveillance footage which revealed Ashly Bevan (27 year old / white female / Lancaster) stealing (6) various brands of handbags valued at $440 total.  Ashley fled the store prior to police arrival.  Charges of Retail Theft to be filed against Ashley Bevan.
4. East Lampeter Township Police MCSAP Officer (Motor Carrier Safety Assistance Program / truck inspector) conducted 6 truck inspections within the township.
