3/9/2020

1. At approximately 8:30 p.m., an ELTPD officer initiated a traffic stop with a vehicle in the 1600 block of Lincoln Highway East for vehicle code violations.  Upon making contact with the driver (DIOSMANY VALLE-LOPEZ / 46 year old / black male / Lancaster), he displayed signs of intoxication and was arrested.  A breath test revealed his BAC was 0.246%.  Charges to be filed.
2. On 3/1/2020 at approximately 11:15 p.m., an ELTPD officer initiated a traffic stop with a vehicle in the 1500 block of Lincoln Highway East after observing signs of impairment.  The operator (FREDERICK SMITH / 41 year old / black male / Lancaster), exhibited signs of impairment and was transported to a hospital for a blood draw.  After the blood draw, Frederick Smith was turned over to the Lancaster County Sheriff’s Office due to them holding a warrant for his arrest.  Lab results indicated Frederick Smith had a combination of drugs and alcohol in his system.  Frederick Smith was charged with DUI, Driving Under Suspension, and traffic offenses on 3/10/2020. 
3. On 1/31/2020 at approximately 6:23 p.m., police were dispatched for a hit and run accident in the area of Lincoln Highway East and Pitney Rd.  The suspect vehicle was observed entering the Weis Market parking lot failing to stop and provide information to a vehicle that he struck on the roadway.  While in Weis parking lot, the operator struck an unoccupied vehicle and fled as well.  An ELTPD officer located and stopped the hit and run vehicle in the parking lot of the Conestoga Bar.  The driver (JIMMY MORALES-VEGA / 58 year old / Hispanic male / Lancaster) exhibited signs of impairment and was transported to a hospital for a blood draw.  Lab results indicated Jimmy Morales-Vega had a combination of drugs in his system.  Jimmy Morales-Vega was charged with DUI, Accidents Involving Damage to Attended Vehicle, Accidents Involving Damage, Driving Under Suspension, and traffic offenses on 3/10/2020.
