At 6:45 am, Saturday, 9/26/15, a black male driving a beige or gray late 1990's Nissan sedan pulled along side a female walking along the roadway.   Initially, the male asked for directions.  The victim then saw that the male had his pants open and was masturbating.   The suspect was described as a Black male, unknown age, with a bald or shaved head.  Anyone with information is asked to submit a tip or contact ELTPD at (717) 291-4676.
