On August 28, 2017, the Comprehensive Animal Cruelty Act 10, also known as Libre's Law, signed by Governor Wolf, took effect. Libre's Law improved tethering conditions for dogs kept outside and increased penalties for animal abuse.
Libre's Law creates a presumption that the dog has been neglected if the following conditions are present:
1. The dog is tethered outside for more than 9 hours in a 24 hour period.
2. The tether is not secured to a well-fitting collar with a swivel.
3. The tether must be at least 10 feet or three times the length of the dog, whichever is longer.
4. The dog must have access to water and an area of shade.
5. The dog is tethered for longer than 30 minutes when the temperature is over 90 degrees or under 32 degrees.
6. There is excessive waste in the tethered area.
7. There are open wounds or sores on the dog's body.
8. Prohibits the use of a tow or log chain or, choke, pinch, prong, or chain collar.

Libre's Law also added increased penalties for animal abuse. Animal Neglect is a summary offense punishable by up to 90 days in jail and/or a $300 fine. If the neglect causes bodily injury or places the animal at imminent risk, it is a misdemeanor of the third degree, punishable by up to 1 year in jail and/or a $2,000 fine. Animal Cruelty is a misdemeanor of the second degree, punishable by up to 2 years in jail and/or a $5,000 fine. Aggravated Animal Cruelty is a felony of the third degree, punishable by up to 7 years in jail and/or a $15,000 fine.
The same grading and penalties apply for crimes against horses. The law also ensures that those convicted of felony Animal Cruelty forfeit the abused animals.
