Elizabethtown Borough and Pennsylvania State Police investigators are seeking public assistance in locating a registered sex offender charged with rape, aggravated assault, and related charges for an incident occurring in the 900 block of Hedgewyck Lane, Elizabethtown on Dec. 17, 2023, at approximately 8:05 a.m.

Shane Kelec, 38 of the 1700 block of Stone Mill Road, Lancaster, is charged with raping and then assaulting a victim causing injuries including a broken nose, broken rib, subdermal hemorrhage/subdural hematoma, head laceration that required nine stitches, and skull fracture.

Kelec is alleged to have fled from the scene with the victim’s vehicle.

The victim was found severely beaten on the floor by a neighbor who noticed the victim’s garage door open and lights on inside, which was uncommon. The investigation led police to file charges against Kelec.

Kelec is listed as a 6-foot, 200-pound white male with brown eyes and brown hair.
