A Manor Township woman charged with starving a dog to death and severely neglecting several other animals will have her case proceed to county court after waiving her preliminary hearing earlier this month.
Donna Renninger, 60, waived her preliminary hearing before Judge Joshua Keller on Feb. 9 on two counts of aggravated cruelty to animals and seven counts of animal neglect.
Renninger is accused of neglecting to feed the dog, a 1- or 2-year-old Belgian Malinois named Gin Gin, at her residence in the first block of Charlestown Road until September 2025.
Officers with the Pennsylvania Society for the Prevention of Cruelty to Animals and the Humane Society found the dog dead inside Renninger’s residence in September 2025 along with three other dogs and three cats who were removed from the residence during a search warrant. Officers noted that Gin Gin did not have access to food and was left in an unsanitary crate that was covered in fecal matter.
A necropsy identified numerous wounds and sores throughout Gin Gin’s body that were caused by being left inside a crate for an extended period of time.
Other animals inside the home were left in unsanitary conditions, including entire rooms that were covered with trash and feces to the point of being untraversable and overflowing litterboxes that had not been cleaned in at least eight months.
Renninger is currently free on $10,000 unsecured bail.
Pennsylvania SPCA Officer Jennifer Nields filed the charges
All defendants are presumed innocent until proven guilty.
