A 44-year-old man died Thursday night in Marietta after fleeing police in his vehicle, then on foot, to the shore of the Susquehanna River.
Todd Michael Groff, of Marietta, was pronounced dead just after 9 p.m. on the river shore, where police had just taken him into custody.
As police helped Groff to his feet, Groff collapsed and went unconscious.
Police administered multiple doses of Narcan and performed CPR for several minutes. Medics then arrived and used an AED machine, but Groff did not regain consciousness.
A deputy coroner pronounced him dead at the scene, near Front Street in Marietta.
The incident is under investigation. There is nothing to indicate arresting officers caused injuries that led to Groff’s death.
A Lancaster County Detective Sergeant responded to the scene and conducted forensic investigation, along with a Deputy Coroner. Police consulted with the District Attorney’s Office, including Chief Detective Kent Switzer and Assistant District Attorney Travis S. Anderson, throughout the night.
An autopsy will be performed Monday by the Lancaster County Coroner’s Office.
Here is a narrative of the incident, based on information obtained so far:
Susquehanna Regional police were called to South Clay Street about 7:15 p.m. for a reported parking violation.
Police found the vehicle and its driver, Groff, in the area. Police asked Groff to move the vehicle. In that time, police discovered Groff had an active bench warrant out of the Lancaster County Sheriff’s Office.
Police attempted to stop Groff and Groff drove away from police, a few blocks, before stopping the vehicle and running across train tracks – about 200 yards in total - to the river shore.
There, officers handcuffed Groff. Groff was on his knees when officers pulled him up to walk him to a cruiser.
Groff collapsed as officers helped him up.
Columbia Borough, Northwest Regional and Mount Joy Borough police responded to the scene. Susquehanna Regional and Northwest Regional police performed CPR prior to medics arriving.
