A Lancaster County man charged with kidnapping and sexually assaulting an Indiana girl waived a preliminary hearing Wednesday afternoon on numerous charges.
Andrew E. Howland, 38, waived the hearing after conversation via video with his attorney.
District Judge Miles Bixler then bound over the case to Lancaster County Court where Howland faces felony charges of kidnapping and unlawful contact with a minor and six other offenses.
Howland is at Lancaster County Prison on $575,000.
There were no changes Wednesday to Howland’s bail, according to Assistant District Attorney Amy Muller.
Howland, of West Orange Street in Lancaster city, is presumed innocent.
Formal arraignment is scheduled for Jan. 8.
A collaboration between West Hempfield Township police, the Lancaster County District Attorney’s Office, Lancaster County Detectives, and Indiana law enforcement resulted in Howland’s arrest at a West Hempfield Township hotel on the night of Dec. 2.
Howland was with the 13-year-old girl at two separate Lancaster County hotels on Dec. 1 and 2.
The investigation revealed Howland contacted the 13-year-old girl online and eventually drove to Indiana where he kidnapped her, and then drove her back to Lancaster County.
In all, Howland is charged (on two dockets) with felony counts of kidnapping, unlawful contact with a minor, involuntary deviate sexual intercourse, statutory sexual assault, aggravated indecent assault, interference with custody of children, and misdemeanor counts of indecent assault and corruption of minors.
West Hempfield Township police Detective Sgt. George Brace and Lancaster County Detective Brent Shultz filed charges.
The girl is in the custody of social services.
