On October 15, 2020 at 14:15 hours, Christiana Borough Police observed a vehicle at Newport Avenue and Sadsbury Avenue that had emergency lighting and signage but was not registered as an emergency vehicle.

Police attempted to make a traffic stop on the vehicle but the vehicle failed to yield for several blocks. When the vehicle did pull over, the operator, David HACKER, attempted to walk away from the traffic stop. The male was ordered onto the ground by police and placed into handcuffs.

While police spoke with HACKER, he exhibited several signs of alcohol impairment.

HACKER was instructed to perform Standardized Field Sobriety Test to which he failed.

After HACKER blew a positive reading into a PBT(Preliminary Breath Test) he was placed under arrest for the listed charges.
