This investigation is now concluded and has determined that the accident was caused by 38 year-old Noel Soto's failure to stop at a "red" traffic signal at the intersection of eastbound Paxton Street at Witmer Drive. Soto was operating a Honda motorcycle that struck the driver's side of a Penn Waste refuse truck that was proceeding legally through the intersection on a "green" traffic signal. Soto died at the scene as a result of multiple traumatic injuries. The driver of the Penn Waste refuse truck was extricated from the vehicle by members of Swatara Fire / Rescue services and was transported to a local hospital for medical treatment.
The Swatara Township Police, Dauphin County Accident Reconstruction Team and the Dauphin County Coroner's Office are investigating a fatal motor vehicle accident involving a motorcycle and a commercial vehicle that occurred at approximately 4:45 a.m. today at the intersection of Paxton Street and Witmer Drive. This accident involved both the east and westbound lanes of Paxton Street. Additional information will be released pending the completion of this investigation.
