UPDATE May 8, 2026:
The Swatara Township Police Department would like to announce an arrest in connection with this fatal hit-and-run crash investigation:
On April 25, 2026, Officers were dispatched to the scene after a pedestrian was struck and killed by a white SUV, which fled without stopping. Following an extensive investigation, Detectives identified the driver as 68-year-old Randolph Donald Marchant of Westminster, Massachusetts.
On May 7, 2026, Marchant was taken into custody at his residence by Swatara Township Police Detectives, with assistance from the Massachusetts State Police and the Westminster Police Department. He is currently being held pending extradition to Pennsylvania.
This case reflects the commitment of the Swatara Township Police Department’s Criminal Investigation Division and partner agencies to pursue justice, regardless of distance. The Swatara Township Police Department extends its condolences to the victim’s family and thanks the community, the Susquehanna Township Police Department, and assisting agencies in Massachusetts for their assistance.

On Saturday, April 25, 2026 at approximately 9:04 PM, a vehicle struck and killed 41-year-old James Blowe of Harrisburg Pennsylvania. Mr. Blowe was a pedestrian in the 3500 block of Paxton Street and was struck by the vehicle in the area in front of the Applebee’s restaurant. The Swatara Twp. Police are investigating this incident and asks anyone with information regarding the suspect or suspect vehicle to contact 717-564-2550 or Dauphin County 911.
