On Tuesday, October 22, 2019 at approximately 0143 hours, Middletown Borough Police conducted a mere encounter on a male who was witnessed operating a motor vehicle in the area of the 100 block of Ann Street.  The male was identified as Phillip James Sweigart, who openly admitted to using crack cocaine and operating a motor vehicle.  After administering Standard Field Sobriety and ARIDE, Sweigart was placed under arrest for 1 count of Suspicion of Driving Under the Influence of a Controlled Substance.
