Based upon a recommendation by the Sexual Offender’s Assessment Board, Judge Deborah E. Curcillo designated Harold J. Harper, 72, of Millersburg, as a sexually violent predator. Previously, Harper entered open pleas of guilty to three counts of indecent assault of a child under the age of 13, sixteen counts of indecent assault of a child under the age of 16, unlawful contact with a minor, and corruption of minors. The charges related to a continuing course of abuse of the victim child over a nine year period. Harper met the victim’s family through church and used the trust he built with them to set up tutoring with the child. During the tutoring relationship, Harper began the abuse, which continued throughout the victim's childhood and adolescence. Harper did not stop until the crimes were reported to the Pennsylvania State Police in 2019.
Judge Curcillo sentenced Harper to serve at least 11½ months and up to 23 months in Dauphin County Prison with a consecutive 10 year term of probation. Harper will be subject to conditions for sexual offenders. Because of his designation as a sexually violent predator, he must comply with treatment and registration for the remainder of his lifetime. Deputy District Attorney Katie L. Adam credited the victim’s strength in bringing Harper’s abuse to light and holding him accountable for his actions.
