After a joint investigation by the Steelton Borough Police Department and detectives from the Dauphin County District Attorney's Office, police filed a criminal complaint charging Kier Hashawn Sims, age 33, with criminal homicide, in connection with the March 23, 2023, death of Otilio Lugo-Rivera. After an autopsy, board certified forensic pathologist, Dr. Wayne K. Ross determined that the cause of death was blunt force trauma to two sections of Mr. Lugo-Rivera's brain. An eyewitness to an altercation at the Hideout Lounge, 159 North Front Street, Steelton Borough, described to police the incident that caused the fatal injury. According to the eyewitness, Sims started an altercation with Mr. Lugo-Rivera at the establishment. After the initial altercation ended, Sims attacked Lugo-Rivera and struck him in the head with great force. This caused Lugo-Rivera's head to strike a wall with great force. Mr. Lugo-Rivera fell to the ground and died as a result of these blows.
Based upon the criminal complaint and probable cause affidavit, Magisterial District Judge Marian Urrutia issued an arrest warrant for Sims. That warrant is active and police are seeking the whereabouts of Sims to serve the arrest warrant. This is merely an allegation and the defendant is presumed innocent. The affiants on the criminal complaint are Steelton Borough Detective Marchand Pendelton and Dauphin County Detective Shawki Lacey. Senior Deputy District Attorney Erin Varley will prosecute the case.
