On July 8, 2016 (Friday) officers assigned to the police bureau’s Selective Enforcement Unit (SEU), assisted by officers assigned to a Special Operations Group (SOG) detail, conducted an undercover operation targeting “customers” of prostitutes.  A female officer, posing as a prostitute, was approached by prospective customers who engaged the officer in conversation. During the conversation the undercover police officer and the customer agreed to engage in a sexual act in exchange for a specific amount of money. 

Officers of the Selective Enforcement Unit continue to address complaints of prostitution related activity occurring in residential neighborhoods that adversely affects the quality of life for city residents and negatively impacts businesses within those same neighborhoods. Prostitution and its related activity also has a direct link to drug use and sales. This relationship not only impacts the overall neighborhood but also the lives of the prostitute, the customer and their families.

Arrested during the operation were:

BAKER, Tommy White,  45-year-old-male, resident 500 blk. W. King St. Lancaster City

Charged with Solicitation of Prostitution.

Baker was arrested following a short one block foot chase.

PEREZ-HERNANDEZ, Jose Guadalupe,   32-year-old male, resident 200 blk. W. King St. Lancaster City

Charged with Solicitation of Prostitution.

DIAZ, Antonio,  43-year-old male, resident 1^st blk. N. Marshall St. Lancaster City

Charged with Solicitation of Prostitution.

VILLALON-CEDENO, Niosvaldo,   28-year-old male, resident 100 blk. Summer Ln. Lititz PA

Charged with Solicitation of Prostitution and Possession of Cocaine.

Villalon-Cedeno had one bag of powder cocaine on his person upon arrest.

LEBRON-FIGUEROA, Nicolas,  35-year-old male, resident 500 blk. W. Marion St. Lititz PA

Charged with Solicitation of Prostitution.

GURUNG, Budha, 31-year-old male, resident 500 blk. N. Queen St. Lancaster City

Charged with Solicitation of Prostitution.

BISWA, Padam,  41-year-old male, resident 400 blk. W. Orange St. Lancaster City

Charged with Solicitation of Prostitution.

ECHENMENDIA-MAZORRA, Sixto,  53-year-old male, resident 1^st blk. Green St. Lancaster City

Charged with Solicitation of Prostitution.

BRADY, James,  56-year-old male, resident 600 blk. Upper St. Hazelton PA (Luzerne County)

Charged with Solicitation of Prostitution.

MARKLEY, Matthew,  36-year-old male, resident 600 blk. Fairway Dr. (Manor Township)

 Charged with Solicitation of Prostitution.

HOANG, Nam Quy,  59-year-old male, resident 700 blk. N. Franklin St. Lancaster City

 Charged with Solicitation of Prostitution.

CRAFT, Cory,  55-year-old male, resident 1^st blk. Meadow Ln. Smoketown PA (East Lampeter Twp.)

 Charged with Solicitation of Prostitution.

HENSLEY, Angelita Marie,  47-year-old female, resident 400 blk. W. King St. Lancaster City

 Hensley was arrested on an outstanding felony criminal warrant for drug delivery.
