On September 6th, 2026, at approximately 10:57 am, an officer conducted a traffic stop on a vehicle at the intersection of South Arch and East Marble Streets. The driver of the vehicle was driving on a learner's permit so the officer was attempting to verify the passenger of the vehicle had a valid driver's license as required. The passenger was identified as Nelms. It was determined he did not have a valid driver's license and he was wanted out of the state of Maryland for driving without a license. The entering agency in Maryland was contacted and advised the warrant was valid. Nelms was taken into custody for being a fugitive from justice. He was arrested and transported to the Cumberland County Prison for processing and to await a hearing on extradition.
