On November 6th, 2025, at 11:18 PM, the Lower Allen Township Police Department was made aware from York City Police that they had an armed carjacking. The suspect did display a gun and stole the victims Ford Escape. The vehicles registration was known to police and was last observed on I83 North. Officers entered I83 North from Simpson Ferry Road when they observed the stolen vehicle pass them. 

Two officers from Lower Allen Township Police attempted to stop the vehicle but the driver failed to stop. Officers then engaged in a vehicle pursuit. The suspect fled on I83 North and attempted to take the 13th St exit into Harrisburg City when they wrecked the car. Officers attempted a felony stop, but the driver fled on foot. A foot pursuit ensued, and the suspect was apprehended by officers from Lower Allen Township, New Cumberland Borough and West Shore Regional.

The suspect was ultimately identified as Terric Seay. Inside the stolen vehicle police recovered a Ruger handgun with an extended magazine and an obliterated serial number. Seay was also a person not to possess due to his past criminal convictions. 

York City Police responded to the scene and took custody of the stolen vehicle.

Seay was taken to Cumberland County Prison and charges were filed. Due to the nature of the charges in Cumberland County and the pending robbery charges in York, bail was denied.
