News Release
June 12, 2024
Incidents:
Crash – On May 30, 2024, at approximately 2:45pm, there was a two-vehicle crash at W. Bald Eagle St and Commerce St. Unit 1 proceeded through the stop sign on Commerce St without giving clearance and struck Unit 2. Both vehicles were driven from the scene.
Crash – On May 31, 2024, at 11:40am, Unit 1 pulled onto Bellefonte Ave from N. Summit St and used the center turn lane as a merging lane and struck Unit 2. Both vehicles were driven from the scene.
Criminal Mischief – On June 1, 2024, at 9:20pm, the victim reported that someone had cut the valve stems on her vehicle which had been parked in the 700 block of E. Bald Eagle St.
Crash – On June 2, 2024, at approximately 4:20pm, Unit 1 was driving in the 100 block of W. Fourth St and struck Unit 2 which was parked. Both vehicles were driven from the scene.
Crash – On June 3, 2024, at approximately 7:40pm, Unit 1 was traveling west on W. Bald Eagle St when its front driver’s side tire came off causing damage to the road and vehicle.
Criminal Mischief – On June 5, 2024, it was reported that someone had spray painted over one of the flags on the roadway on N. Vesper St.
Theft from a Vehicle – On June 5, 2024, between 12:30pm and 1:30pm, a wallet was stolen from the vehicle’s car which was parked in the parking lot of 120 E. Walnut St.
Crash – On June 10, 2024, at 4:33pm, there was a two-vehicle crash at the intersection of E. Park St and W. Clinton St. Unit 1 was traveling east bound on W. Clinton St and didn’t stop at the stop sign on W. Clinton St, striking Unit 2. Both vehicles were towed from the scene and both drivers received medical care.
Offenses Charged:
- Tory Confer, 51, Howard, was arrested for DUI and related traffic offenses. On April 20, 2024, at approximately 9:56pm, officers observed a vehicle cross the center line several times in the area of Bellefonte Ave and Spring St. The vehicle was stopped and Confer was found to be under the influence of alcohol.
- A 15-year-old male and a 16-year-old male, both from Mill Hall, were arrested with Theft. On April 20, 2024, at approximately 10:15pm, the two juvenile males stolen a bicycle from under a building in the 600 block of E. Church St.
- Christopher Schenck, 28, Lock Haven, was arrested for Possession of a Controlled Substance, Possession of a Small Amount of Marijuana, and Possession of Paraphernalia. On May 4, 2024, at approximately 6:22pm, employees of the Merit House found marijuana, methamphetamine and a glass pipe in Schenck’s belongings which he had left there.
- Geoffrey Dugan, 68, Lock Haven, was arrested for DUI. On May 9, 2024, at 6:18pm, officers were dispatched to Weis Markets, 315 W. Bald Eagle St, for check on welfare of a male in a vehicle there. When officers arrived on scene, they found Dugan in his vehicle with it turned on and he was intoxicated.
- A 14-year-old male from Lock Haven, was arrested for Simple Assault. On May 19, 2024, at approximately 11:30am, the juvenile male threw the victim to the ground and punched him in the head approximately 5 times.
- Jeffrey Barner, 63, Lock Haven, was arrested for Simple Assault. On May 22, 2024, at approximately 8:30pm, officers responded to 360 E. Park St for an assault that had occurred. Officers spoke with the victim who had visible injuries to her face and who stated that Barner had punched her.
- Dakota Cook, 26, Lock Haven, was arrested for Disorderly Conduct. On May 27, 2024, at 3:41am, officers responded to a domestic and Cook was ordered to go inside and keep his voice down multiple times but refused.
- Ralph Lowe, 50, Lock Haven, was cited with Public Drunkenness and the City Ordinance for Possession of Open Container. On May 30, 2024, at 3:15pm, Lowe was located passed out in his truck in front of 20 N. Grove St. Lowe admitted to drinking in his vehicle where it was parked.
- A 14-year-old female was cited with Harassment and Disorderly Conduct. On June 3, 2024, at 6:40pm, the juvenile female attempted to fight another juvenile female and did punch the victim in the face while in the middle of the street next to Hoberman Park.
- Kim White, 24 Jersey Shore, was cited with Public Drunkenness. On June 8, 2024, at approximately 3:00pm, officers were dispatched to an unresponsive female on the hood of a car behind St. Agnes Church on E. Walnut St. Officers arrived and found White under the influence of a controlled substance.
