City of Lock Haven Ordinance 2025-09: Regulation of Other Vehicles
The City of Lock Haven has enacted Ordinance 2025-09, which repeals and replaces Chapter 380 Article X, "Regulation of Pedalcycles and Nonmotorized Vehicles." This new ordinance aims to regulate various types of vehicles, ensuring public safety and order in the city.
E-Bikes and E-Scooters
- Allowed on private property, public streets (except prohibited areas), and bike lanes.
- Must yield to pedestrians and vehicles, obeying all traffic laws.
- Prohibited on sidewalks and the levee's Clinger Walkway.
- E-Scooters are also prohibited on state-owned streets in the city, including Water Street, N Fairview Street, Susquehanna Avenue, Bellefonte Avenue, Hill Street, E Main Street, and E Church Street.
- Lighting is required when operating between sunset and sunrise.
Skateboards
- Allowed on private property, the Hoberman Park skatepark, public streets, and bike lanes.
- Must yield to pedestrians and vehicles, obeying all traffic laws.
- Prohibited on sidewalks and the levee's Clinger Walkway.
Kick Scooters
- Allowed on private property, the Hoberman Park skatepark, public streets, and bike lanes.
- Must yield to pedestrians and vehicles, obeying all traffic laws.
- Prohibited on sidewalks and the levee's Clinger Walkway.
Personal Assistive Mobility Devices
- Allowed on private property, sidewalks, and road shoulders.
- Prohibited on public streets, Paul Mack Blvd and its on and off ramps, bike lanes, and the levee's Clinger Walkway beyond the Coreman Amphitheater.
Bicycles
- Allowed on private property, road shoulders, and bike lanes.
- Permitted on sidewalks except in the Central Business Zoning District, Bellefonte Avenue from E Park Street to Spring Street, and the levee's Clinger Walkway.
- Lighting is required when operating between sunset and sunrise.
Electric Skateboards and Electric Unicycles
- Allowed on private property only.
- Prohibited on all public streets, sidewalks, bike lanes, and the levee's Clinger Walkway.
Motorized Pedalcycles and Motor Scooters
- Permitted on city streets only with a state driver's license, registration, and insurance.
- Prohibited on all city sidewalks, bike lanes, and the levee's Clinger Walkway.
Violations of this ordinance may result in a fine of no less than $50 and additional court costs. The City of Lock Haven aims to ensure public safety and order with the implementation of this ordinance.
