On November 24, 2025, Lock Haven City Police responded to a call about a suspicious vehicle in the area of East Water Street and North Washington Street. The caller reported that the vehicle was traveling at a slow pace, occupying the middle of the road. The caller followed the vehicle for some time and observed it disregard the stop sign at the Jay Street and East Water Street intersection. Upon locating the vehicle and interacting with the driver, Katelyn Ann Smith, officers detected signs of impairment. Smith confessed to using marijuana. Smith was charged with two counts of Driving Under The Influence Of Alcohol Or Controlled Substance (M1), and Stop Signs & Yield Signs (S).
