LOCK HAVEN- John Mitchell POORMAN, 41, of West Fourth Street, Williamsport, PA., had all 23 counts bound over for trial following a preliminary hearing on Monday afternoon at the Clinton County Courthouse. MDJ Frank Mills presided at the hearing and found that the Commonwealth had established a prima facie case on all charges.
Clinton County District Attorney Dave Strouse prosecuted the case at the preliminary hearing and presented 2 witnesses, the victim and the arresting officer. Poorman was originally charged on September 9th with 9 counts of various sex offenses committed against a female juvenile by the Mill Hall Borough Police Department. Prior to the preliminary hearing, Strouse withdrew the original criminal complaint and approved a 2nd criminal complaint against Poorman. Poorman's most recent charges include: Rape (F1); Rape by Forcible Compulsion (F1); Involuntary Deviate Sexual Intercourse with Victim Less Than 14 (F1); Involuntary Deviate Sexual Intercourse ( F1); Unlawful Contact With A Child (F1); Statutory Sexual Assault (F1); Sexual Assault (F2); Aggravated Indecent Assault (F2); Corruption Of Minors (F3); Indecent Assault by Force (M1); Indecent Exposure (M1); Indecent Assault of a Child Under 16 (M2) and Indecent Assault(M2).
Following the hearing, Poorman's attorney, Paul Petcavage, Esq., argued that MDJ Mills should set bail for Poorman, claiming he was not able to effectively assist in preparing his defense. Strouse opposed calling Poorman a threat to public safety, and then outlined Poorman's history of criminal offenses dating back two decades. Mills denied bail and remanded Poorman to be held in custody at the Clinton County Correctional Facility until the conclusion of the case.
