On Thursday, May 21, 2026, at the monthly Parkesburg Borough Council meeting, Mayor John P. Hagan II formally swore in Steven D. Smith as Police Captain.  Captain Smith was provisionally appointed to this position in March of 2026.  Subsequently, he completed the Civil Service testing process and was certified by the Parkesburg Borough Civil Service Committee for permanent hire.

Captain Smith previously retired from the Coatesville City Police Department after 20 years of dedicated service.  At the time of his retirement, he held the rank of administrative Sergeant.  

Captain Smith’s responsibilities will be administrative as he oversees the Patrol Division and all mandated reporting required by the Commonwealth of Pennsylvania.  Captain Smith is a welcome additional to the agency and we are confident that he will continue to enhance the culture of our department and the communities served by the Parkesburg Borough Police Department.
