In Pennsylvania, Paul Miller's Law prohibits drivers from using handheld mobile devices while operating a vehicle. This law aims to reduce the risk of accidents caused by distracted driving, which can have devastating consequences.

The law defines interactive mobile devices (IMB) as the following;
- Handheld Wireless Telephone
- Personal Digital Assistant
- Smart Phone
- Portable / Mobile Computer
- Similar devices that can send and receive electronic data
The law also defines driving as the following;
- Operating a motor vehicle on a highway
- Anytime the vehicle is temporarily stationary due to traffic, traffic control signals, or other momentary delay.
