Armstrong County District Attorney Katie Charlton announced the sentencing of Scott Shaffer, 57, of Adrian before the Honorable Chase G. McClister, in the double homicide of Kenneth Joshua Moore, 32, and Gregory Alan Samosky, 27. DA Charlton began the sentencing hearing by stating, “I spent a week of trial talking about Kenny Moore’s and Greg Samosky’s deaths. Today is a time for me to talk about their lives, as I want this Court to hear and know who they were and what Scott Shaffer took from their families and from our community. Their lives mattered.” Charlton showed touching photographs of the victims as she spoke about the lives of each.
Judge McClister then listened to powerful victim impact statements from Bryadie Hanford Bish (mother of Kenneth Moore); Alexis Bish (sister of Kenneth Moore); Tawni Schall (mother of Gregory Samosky); and Chelsea Schultheis (girlfriend of Gregory Samosky), each telling stories and heartfelt sentiments about their loved ones and telling the court what Shaffer’s actions took away from them.
Shaffer and his attorney, Attorney Joe Hudak, declined to make any statements.
Before rendering sentence, Judge McClister commented on the number of people who had attended the trial and sentencing in support of the victims and their families, “Looking out over the courtroom…of all the unfortunately tragic cases I’ve dealt with in my career, I’ve never seen the number of people that appeared here everyday…it’s a testament to both Greg and Kenny…it has really impressed me.”
Judge McClister then imposed a sentence of two consecutive life terms in state prison without the possibility of parole, one for each victim. Applause erupted in the courtroom as Shaffer was escorted out to begin his sentence.
Shaffer’s conviction stemmed from a week and one day long jury trial in September, 2025, wherein DA Charlton produced the testimony of 17 witnesses and presented 149 trial exhibits. Following the conviction, Charlton thanked all law enforcement officials involved in the investigation, including lead investigator Cpl. Michael Graham of the Kittanning Barracks, criminal investigations unit.
