The Lancaster Bureau of Police arrested Morales, Emilio on Wednesday 2/27/2019 at 2109 hrs. on the 200 blk. W. King St. Morales was transported to the Lancaster Bureau of Police station, processed on the complaint and held for arraignment.
Morales was arraigned on the complaint and committed to LCP in lieu of $500,000 bail.
All persons accused of a crime are presumed innocent unless proven guilty in court.
On 5/4/2018 at approximately 2203 hrs. Lancaster Bureau of Police responded to 400 blk. E. Ross St. for a report of a possible Heroin overdose. Upon arrival, Police and EMS located Justin Pugh M/30 inside the location. Pugh was beyond help and had died prior to the arrival of first responders.
Officers located evidence of drug use on and around Pugh's body. The scene was processed and evidence was collected. The coroner's office was contacted and Pugh's body was transported for an autopsy to be performed at a later time.
The case was assigned to Det. Ginder. The blood toxicology report from the autopsy revealed that Pugh had died of multiple drug toxicity, specifically the presence of Heroin and Fentanyl. Det. Ginder continued his investigation. Det. Ginder was learned that Pugh had obtained the drugs from his ex-girlfriend Alyssa Fisher F/26. A warrant was obtained for Fisher for Drug Delivery Resulting in Death, Criminal Conspiracy and Criminal Use of a Communications Facility and she was taken into custody on 6/26/2018. Fisher was arraigned on the complaint and bail was set at $100,000. Further investigation revealed that Fisher had obtained the drugs supplied to Pugh from a male eventually identified as Emilio Morales M/49.
Det. Ginder filed a criminal complaint against Morales and a warrant was issued. Morales has been charged with Drug Delivery Resulting in Death (F1), Criminal Conspiracy- Drug Delivery Resulting in Death (F1) and Criminal Use of a Communications Facility (F3).
