On August 3, 2018 East Lampeter Township Police responded to 10 Stratford Village Lancaster, PA for an overdose.  Officer's arrived on scene and located a deceased female who was later identified as Morgan Rineer (23 year old female from Lancaster).  A search warrant was executed on the residence which resulted in the seizure of numerous items to include the defendant's (Ryan Hughes - 20 year old male from Lancaster) laptop, cellular phone and powder substance.  The powder was later analyzed at the Pennsylvania State Police Crime Lab and identified as Alprazolam, Fentanyl and Heroin.        

The deceased (Morgan Rineer) agreed to meet with the defendant Ryan Hughes on August 2, 2018 into August 2, 2018 during which time he provided her with powder believed to contain Xanax, Fentanyl and heroin which she ingested resulting in death.

On January 17, 2019, detectives with the East Lampeter Township Police Department arrested Ryan Hughes in Lancaster City without incident.  He was then taken before Magisterial District Justice Commins for arraignment.  Ryan Hughes was unable to post $750,000 bail and was remanded to Lancaster County Prison.
