On 17 November 2017, Off. Bronstetter took a report of a rape that occurred at Franklin & Marshall College. The case was assigned to Det. Aaron Harnish. Det. Harnish conducted an interview with the victim and consulted with the Lancaster County District Attorney's Office.

After receiving necessary documentation from Franklin & Marshall College, Det. Harnish filed a Criminal Complaint against Felicius Bucyukundi M/22 of Louisville, KY before MDJ Sponaugle. Bucyukundi was charged with (2) Counts Rape, (2) Counts Sexual Assauly, (3) Counts Aggravated Indecent Assault and (3) Counts Indecent Assault. On 11 October 2018 a warrant was issued for the arrest of Bucyukundi. 

Bucyukundi was taken into custody in Kentucky and extradited to Lancaster County. He arrived at the Lancaster Bureau of Police station on 20 October 2018. He was processed on the Criminal Complaint and held for arraignment. MDJ Hamil arraigned him for MDJ Sponaugle. Bucyukundi was committed to LCP in lieu of $200,000 bail. 

All persons accused of a crime are presumed innocent unless proven guilty in court.
