Bicycles Are Not Permitted on Sidewalks in Business Districts 

Pennsylvania Vehicle Code Title 75 §3508(b) – Business Districts **"A person shall not ride a pedalcycle upon a sidewalk in a business district unless permitted by official traffic-control devices, nor when a usable pedalcycle-only lane has been provided adjacent to the sidewalk.

Our department has been receiving multiple complaints from pedestrians downtown about bicycles on the sidewalk.  It is against the law to ride in downtown York City on the sidewalk.  Our officers will be stepping up efforts to curb this illegal behavior.
