The Commonwealth secured lengthy state prison sentences for two Lancaster County men who pleaded guilty to unrelated child abuse crimes.

Judge Todd Brown sentenced Samuel S. Beiler, of the 700 block of Doutrich Drive in Salisbury Township to eight to 16 years in state prison plus seven years of probation on June 29. Brown also sentenced William Gibbs II, of the 400 block of North Prince Street in Millersville Borough, to two and a half to five years in state prison followed by five years of probationthe same day.

Both men had pleaded guilty the same day to unrelated instances of sexually abusing or attempting to sexually abuse children. Beiler pleaded guilty to 17 offenses including involuntary deviate sexual intercourse with a child, five counts of indecent assault of a person less than 13 years of age and three counts of corruption of minors, among other charges while Gibbs pleaded guilty to two counts of patronizing a victim of human trafficking, two counts of statutory sexual assault, one count each of corruption of minors, unlawful contact with a minor and criminal use of a communication facility and two counts of indecent assault of a person less than 16 years of age.

Beiler, 26, repeatedly sexually assaulted six different girls in and around a Salisbury Township residence in the 5600 block of Umbletown Road since as early as 2013. The victims ranged from as young as 8 to as old as 16 when the offenses occurred. 

One of the victims told police Beiler had blindfolded and then sexually assaulted her inside a cow shed at the residence when she was around 10 years old.

Another victim told police Beiler assaulted her at least five different times in various locations including a swimming pond and milking barn when she was about 12 years old. The same victim recalled having to push Beiler away on several occasions to protect herself from being inappropriately touched by him, and that he had ripped off her dress on at least one occasion. 

A third victim told police Beiler had ripped off her dress and attempted to sexually assault her in the residence’s basement when she was 11 or 12 years old, but that she fought him off and managed to get away.

Police began investigating Beiler in June 2025 after receiving numerous reports from Lancaster County Children and Youth that he had sexually abused six different children.

Pennsylvania State Police Trooper Edward Zema filed the charges.

Gibbs, 37, had arranged to have sex with a teenage girl, only to instead find himself arrested by the Lancaster County Human Trafficking Task Force.

Gibbs had responded to an online advertisement in March 2025 and agreed to pay money to have sex with a 14-year-old girl for half an hour.

Task Force officers arrested Gibbs when he arrived at the East Lampeter Township hotel where he had arranged to have sex with the girl. Gibbs had $200 in cash and two bags of candy in his possession when he was arrested.

Ephrata Borough Police Det. Beth Rivera filed the charges. 

Assistant District Attorney Fritz Haverstick prosecuted both cases.
