Dear Township Residents,
Over the past several years, the Montgomery Township Police Department’s Highway Safety Unit has investigated recurring parking violations within cul‑de‑sacs. These efforts have been in response to multiple resident complaints. Vehicles parked in the center of a cul‑de‑sac are in violation of Pennsylvania Vehicle Code § 3354 Additional Parking Regulations, which states: “Except as otherwise provided in this section, every vehicle standing or parked upon a two‑way highway shall be positioned parallel to and with the right‑hand wheels within 12 inches of the right‑hand curb or, in the absence of a curb, as close as practicable to the right edge of the right‑hand shoulder.”
Parking in the center of a cul‑de‑sac creates significant safety hazards for the community. Vehicles parked in the center of cul-de-sacs obstruct normal traffic flow, greatly diminish visibility, and hinder the movement of emergency vehicles—potentially increasing emergency response times.
In August 2023, the Highway Safety Unit, in cooperation with the Montgomery Township Fire Department, conducted a comprehensive study of the cul‑de‑sac to determine whether a limited number of designated parking spaces could be safely introduced. The study concluded that center‑parking is not feasible. Vehicles situated in the center obstruct the turning radius required for fire apparatus and ambulances, preventing them from safely navigating the cul‑de‑sac during emergencies.
Over the years, and in recognition of the limited availability of on‑street parking, Montgomery Township Police Officers have frequently contacted the owners of illegally parked vehicles to request voluntary compliance. Unfortunately, these measures have not resolved the issue. We appreciate your cooperation and understanding as we work to ensure that your neighborhood remains safe and accessible for all residents, visitors, and emergency personnel.
