Wellsboro Man Denied Bail, Ordered to Undergo Evaluation

LOCK HAVEN - Adam Christopher Quigley, 39, of Prospect Street in Wellsboro, Tioga County, Pennsylvania, was denied a bail modification on Tuesday by Clinton County Court of Common Pleas Judge Michael F. Salisbury.  Assistant District Attorney Ed Ferguson appeared on behalf of the Commonwealth, as did an alleged victim, a commercial truck driver who traveled to the bail hearing from the State of Indiana to appear before and address the Court.  In addition to the testimony of the victim, ADA Ferguson presented video recordings of the incident captured by a dash camera that was in Quigley's work truck at the time of the incidents.  Ferguson presented video of Quigley's truck striking the truck driver, and ramming 2 police vehicles.  Ferguson also presented video of Quigley's attempted escape from police custody as he was being taking into the Clinton County Correctional Facility.  

The Commonwealth opposed any bail modification and asked that the Court continue to deny bail.  The Commonwealth also argued that Quigley appeared to have been heavily under the influence of some type of controlled substance during the attack, and that he may also be in need of a mental health evaluation by a Court-appointed Psychologist.  Quigley's wife testified at the bail hearing that her husband could come home and live with her in Wellsboro pending trial, and claimed that her husband had no issues with controlled substances. 

Ultimately, Salisbury denied bail and ordered a competency evaluation.

Quigley was arrested on March 16, 2026 by Lock Haven City Police and charged with 13 felonies including Aggravated Assault and Attempted Homicide by Vehicle, as well as additional misdemeanor offenses including DUI, Simple Assault and Resisting Arrest after Quigley allegedly operated a GMC pickup truck in the vicinity of the Fairfield Inn at 50 Spring Street in Lock Haven and intentionally struck a commercial truck driver walking alongside his tractor trailer parked in the area.  Quigley is alleged to have then fled in the GMC pickup, which belonged to his alleged employer, and fled from various police agencies that responded following the 911 call from the Fairfield Inn.  Quigley is alleged to have rammed a CU- Lock Haven Police Vehicle and a Lock Haven City Police vehicle before his pickup truck was disabled in the area of West Bald Eagle Street.  PSP Lamar also responded to the call and took Quigley into custody.

Quigley allegedly resisted arrest, and required several officers to assist in taking him into custody after his vehicle was disabled.  Quigley was later transported to the Clinton County Correctional Facility where he allegedly attempted to escape police custody again. Police body camera and surveillance videos showed that when Quigley began to attempt to run, the leg restraints that had been applied by police cased Quigley to fall and hit his face on the concrete just outside of the entrance of the Correctional Facility.  Police then transported Quigley for medical treatment at Lock Haven Hospital ER.  He was later committed to the Correctional Facility without further incident.
