Understanding the Benefits and Safeguards of a Pole-Mounted License Plate Reader

As the Carroll Township Police Department looks for effective ways to improve public safety, many we are adopting a modern tool that helps solve crimes more efficiently while respecting the rights and privacy of our residents. This tool is the pole-mounted License Plate Reader (LPR) system. When properly implemented, LPRs provide significant safety benefits with strong safeguards in place to prevent misuse.

Why Use a Pole-Mounted LPR?

Pole-mounted LPRs are stationary cameras designed to capture license plate numbers as vehicles pass by. These units do not identify drivers, record personal conversations, or track people. Their purpose is simple: verify license plates, compare them with law-enforcement databases, and alert officers only when a plate matches a vehicle involved in a specific crime or safety concern.

Some of the key benefits include:

1. Faster Recovery of Stolen Vehicles

Stolen vehicles are often used in additional crimes—including thefts, burglaries, and violent offenses. LPRs help recover stolen vehicles much more quickly, reducing harm to victims and preventing further criminal activity.

2. Assistance in Locating Missing or Endangered Persons

When an Amber Alert, Silver Alert, or missing endangered person report is issued, time is critical. LPR systems can immediately detect the vehicle associated with the alert, helping law enforcement respond faster and increasing the likelihood of a safe recovery.

3. Enhanced Neighborhood Security

LPRs act as a passive security measure, assisting investigations into crimes such as burglaries, package thefts, and vandalism. They help identify vehicles entering or leaving areas at key times, giving detectives valuable leads without intrusive surveillance.

4. Reduced Officer Workload and Increased Efficiency

Instead of manually checking plates or responding to numerous false alarms, officers are alerted only when a legitimate match occurs. This allows them to focus on community policing, visibility patrols, and emergency calls.

Protecting Your Privacy: How Misuse Is Prevented

It’s understandable that residents may have questions about how LPRs work and how the data is protected. Strong safeguards are in place to ensure the system cannot be abused.

1. LPRs Do Not Track People or Monitor Everyday Driving

The system only captures license plate numbers, time, date, and direction of travel.
It cannot:

  • Identify who is driving
  • Access personal information
  • Record audio
  • Track residents' daily routines

It simply logs vehicle plates as they pass by—no different from what an officer could observe while standing roadside.

2. Strict Access Controls

Only authorized personnel can view LPR data, and all access is logged and can be audited.

3. Limited Data Retention

Data only has a one-year retention period.

Pole-mounted LPRs are designed to support law enforcement in targeted, responsible ways—not to monitor law-abiding citizens. When implemented with strong policies, regular audits, and transparent communication, LPRs serve as an effective, privacy-respecting tool that helps protect residents, solve crimes faster, and build a safer community for everyone.
