PREVIOUSLY RELEASED INFORMATION 10/13/2016
On Wednesday 12 October 2016, at approximately 1926hrs. officers from the Lancaster City Bureau of Police responded to the 600 block of South Queen Street, Lancaster, Pennsylvania for a report of a shooting.
Upon arrival officers located an adult male, victim, inside a home located on the 600 block of South Queen Street. The victim was suffering from a single gunshot wound and was transported to a local hospital via ambulance to receive medical treatment.
Responding officers identified several witnesses and were able to quickly determine that the victim and suspect are known to each other. It was also learned that prior to the shooting the victim and suspect were involved in a verbal dispute outside on the 600 block of South Queen Street.
Members of the Lancaster City Bureau of Police Criminal Investigative Division are currently investigating the incident and are in the process of following-up on numerous leads, to include reviewing evidence located at the scene of the shooting.
The injuries to the victim have been deemed non-life threatening.
UPDATED INFORMATION 12/08/2016
The investigation into the shooting from the 600 block S. Queen Street from 12 October 2016 has been on-going, resulting in charges being filed against a second suspect in the investigation. Detective Robert Whiteford completed a Criminal Complaint before MDJ Witkonis, charging Donald Vinson III with Criminal Attempt- Criminal Homicide and Criminal Conspiracy- Aggravated Assault and two counts of violating the Uniform Firearms Act. A warrant has been obtained for the arrest of Vinson, and Detectives are attempting to locate Vinson. He has not been taken into custody. Vinson's last known address was in the 800 block of Fourth Street in Lancaster, PA.
Investigators were told that the suspect in the shooting, Lowell Foster had been given a handgun by a second, unidentified male, just prior to the shooting. The gun used in ths crime has not been recovered. Through the investigation, Detectives have determined that it was Vinson who provided the handgun to Foster.

UPADTED INFORMATION 12/14/2016
On Tuesday December 13, 2016 Donald Vinson III arrived at the Lancaster City Bureau of Police station lobby and surrendered himself on the outstanding Criminal Warrant. Vinson was taken into custody without incident.
Vinson was arraigned by night duty MDJ Sheller. Vinson was committed to LCP in lieu of $2,000,000 bail.
