In Pennsylvania, both types are considered "pedal cycles with electric assist" as long as they meet certain criteria: a motor under 750 watts, a maximum speed of 20 mph on a level surface when using the motor only, and operable pedals. Electric-assist bicycles (e-bikes) are generally treated like traditional bicycles under PA state law. E-bike riders are expected to operate their bikes safely and responsibly.

Minimum Age: Riders must be at least 16 years old.
Rules of the Road: E-bike riders must follow all traffic laws (stop signs, traffic signals, speed limits, etc.), use hand signals and ride in bike lanes when available.
No License, Registration or Insurance: E-bikes are not subject to the same requirements as motor vehicles.
Trails: E-bikes are allowed on trails where traditional bikes are permitted, but some trails may have specific restrictions.
