Lock Haven - Tina Marie Bailey, 57, of 400 Erie Ave., Renovo Borough, also known as Tina M. Rishel; Tina Gingerich; Tina Gingerich-Heichel; and Tina Heichel, was sentenced on Tuesday January 9th, by Clinton County Court of Common Pleas President Judge Craig P. Miller for a pair of drug deliveries in the city of Lock Haven in December of 2021. Judge Miller imposed a maximum sentence of 60 months with parole eligibility after 18 months.
Bailey was sentenced on the two ungraded felony counts of Deliver of a Controlled Substance after entering guilty pleas to both offenses on October 31, 2023. Bailey delivered 2.4 grams of "bath salts" to a confidential informant in the area of the 300 block of Bellefonte Avenue on December 27th, 2021, and then delivered 3.2 grams of methamphetamine to a confidential informant in the area of the 400 block of Bellefonte Avenue on December 28th, 2021. The case was charged by Chief David Winkleman of the Pine Creek Township Police Department in conjunction with the Clinton County Drug Task Force, the Agents with the Pennsylvania Office of Attorney General, Lock Haven City Police, and the Pennsylvania State Police.
Bailey had been placed on supervised bail status during the pre-trial phase of the case and had several bail violations resulting in the revocation of her bail and subsequent incarceration. At sentencing, Bailey asked Judge Miller to impose a short sentence to be served at the Clinton County Correctional Facility. District Attorney Dave Strouse asked the Court to impose a 2-10 year sentence in a State Correctional Institution after he outlined Bailey's abysmal level of compliance with bail conditions and the fact that Bailey has been selling larger quantities of controlled substances, unlike what would be expected from typical low-level dealers.
Judge Miller briefly addressed Bailey prior to imposing the sentence, telling her that he agreed with DA Strouse, she was not selling small quantities of drugs. Miller also told Bailey that although her prior criminal history was very limited, her non-compliance and deception during the pre-trial process warranted a state prison sentence.
