On October 5, 2023, police arrested David McWilliam HOWE of Gap Pennsylvania, for possession of drug paraphernalia and related charges, stemming from an incident that occurred on September 28, 2023, in the 100 block of West First Avenue.  A preliminary hearing regarding this matter will be scheduled at the Parkesburg District Court.
