A Lancaster city man has been charged with selling a fatal batch of heroin to a Stevens College student who died this summer.

On Monday morning, Pennsylvania State Police charged 31-year-old Richard M. Quinn with involuntary manslaughter and drug delivery resulting in death.

Jeffrey C. Schlegel, 30, was found dead on the morning of Aug. 25, in a dormitory bathroom at Stevens College. An autopsy showed he died of a drug overdose.

During an investigation led by State Troopers Gerard Sauers and Aaron Dykes, police found packets of heroin, labeled “Nyquil,” in Schlegel’s shorts.

Police recovered Schlegel’s cellphone and discovered he had been texting “Richie Rich” on Aug. 24 to arrange a heroin buy. That buy happened between 11 p.m. and 11:59 p.m. in the 400 block of North Queen Street.

Surveillance video showed Schlegel returned to his dorm about midnight.

Police determined the phone number Schlegel was text-messaging was registered to Quinn. In a search of Quinn’s North Queen Street apartment, police found heroin packets with the “Nyquil” branding. They also found Quinn’s cellphone, 93 packets of heroin, and $275 cash.

Quinn admitted to police to selling heroin to support his own habit.

Quinn was previously charged with felony drug-dealing; a bondsman posted bail on Sept. 3.

Assistant District Attorney Maria Cusick approved the filing of additional charges: felony involuntary manslaughter and misdemeanor drug delivery resulting in death.

Quinn is in a rehab facility, and will be arraigned on those charges at a preliminary hearing to be scheduled.

He is presumed innocent.
