ARRESTS
Disorderly Conduct, February 2, 2022, North Street, Doylestown Borough – Eric Moyer, M/43, Doylestown, PA, was charged with the above offense after police responded to a complaint about motorized equipment left running unattended for extended periods of time. A Criminal Complaint was filed since this has been an ongoing issue.
Harassment, February 2, 2022, Maple Avenue, Doylestown Borough – Alan Palmer, M/65, Doylestown, PA, was charged with the above offense after police were called for an altercation. The victim stated they were pushed in the face by Palmer. A Citation was issued.
DUI Arrest, February 3, 2022, Atkinson Drive, Doylestown Borough – Bruce Maclray, M/69, Doylestown, PA, was arrested for the above charge after police responded to a report of an accident where the striking vehicle had left the scene. Police were able to locate the owner, Maclray, who admitted to drinking alcohol. He was transported to Doylestown Hospital for a legal blood draw. A Criminal Complaint was filed.
Simple Assault Arrest, February 5, 2022, Linden Avenue, Doylestown Borough – Jennifer Lauren Biggs, F/32, Doylestown, PA, was arrested for the above charges when officers responded to a domestic in progress on the 400 block of Linden Avenue, Doylestown Borough on February 5, 2022. Biggs was throwing and breaking items and bit the victim on the face causing injury. She was taken into custody, arraigned, bail set at $30,000 with restrictions, and remanded to Bucks County Prison.
Ordinance Violation, February 5, 2022, N. Broad Street, Doylestown Borough – Donald Jones Jr., M/22, Philadelphia, PA, and Kenyon Webb, M/23, Baltimore, MD, were cited for soliciting for Ready Refresh without a permit. Citations were issued.
Public Drunkenness, February 6, 2022, N. Broad Street, Doylestown Borough – James Cameron, M/46, Doylestown, PA, was cited for the above offense after police were called to a disturbance and found Cameron lying on the ground and unable to stand without assistance. A Citation was issued.
Wiretap Violation, February 8, 2021, W. Court Street, Doylestown Borough - Joseph Ohrt, M/56, of Buckingham, PA, was arrested today on the above charges following an investigation by CBRPD, in conjunction with the Bucks County Detectives. This has been an ongoing investigation since May 2021. Simultaneous with the arrest, a search warrant was executed at Ohrt’s home for additional evidentiary materials. The arrest stems from a video recording, taken by Ohrt without consent, of a former high school male student who graduated in 2016 and was a choir student in Ohrt’s class at CB West. Ohrt had mentored the victim in composing music during his junior year in high school followed by monthly visits to Ohrt’s home. The victim resided with Ohrt while attending college. The recording took place in the guest bedroom of Orht’s home. In October 2021, a second male who resided at Ohrt’s home, provided CBRPD with property, including a laptop, Ohrt instructed him to destroy in a “nonpublic manner.” Police found four hidden camera devices with two SD cards among the property delivered. The recordings from the SD cards were of the victim in the guest room of Ohrt's home; the above charges are a direct result of those recordings. The laptop has been analyzed by the FBI’s Regional Computer Forensic Laboratory and, despite Ohrt’s attempt to destroy the laptop by soaking it in water, it produced evidence that is pending further analysis. Ohrt was arraigned, bail set at $50,000, 10%, with restrictions and remanded to Bucks County Prison.
Simple Assault, February 11, 2022, Sherri Drive, Chalfont Borough - John Nicholas Sellen, M/37 of Chalfont, PA, was arrested following police dispatch to a domestic dispute on the 100 block of Sherri Drive, Chalfont Borough. The victim sustained injury as a result of Sellen engaging in a physical domestic dispute. Sellen allegedly pinned down, punched the victim in the head several times and dragged the victim around the house. Sellen was not on scene upon police arrival. Additional Officers were dispatched in an attempt to find Sellen. A short time later, Sellen pulled into the driveway of the residence and was taken into custody. Sellen was arraigned, bail set at $30,000, 10% with restrictions and remanded to Bucks County Prison.
Terroristic Threats, February 11, 2022, N. Clinton Street, Doylestown Borough - Jeffrey William Arnold, M/48, Doylestown, PA, was arrested on the above charges after police responded to a road rage incident. The victim told police that Arnold was tailgating him before pulling up alongside him where a verbal argument ensued. Arnold pulled out a firearm telling the victim to watch their back and then he fled the scene. Arnold was located at his residence, taken into custody, arraigned, and bail was set at $75,000 unsecured with conditions.
Public Drunkenness, February 13, 2022, Fonthill Drive, Doylestown Borough – Douglas Schultz, M/36, Doylestown, PA, was cited for the above offense after police responded to a well-being check and found Shultz laying in the snow with a bloody face. Schultz was heavily intoxicated and had slurred speech. As a precaution EMS was called to transport Schultz to Doylestown Hospital for evaluation. A Citation was filed.
Disorderly Conduct, February 16, 2022, N. Main Street, Doylestown Borough – Ryan Neat, M/20, New Hope, PA, was cited for the above charge after police heard Neat’s vehicle make a loud popping sound while driving past them. Police stopped Neat and asked him to refrain from making the noise and told him that he could adjust his vehicle to stop the loud exhaust sounds. Police further explained how to adjust the vehicle and walked him through the steps. Neat then became verbally confrontational and disrespectful after he was reminded of the noise ordinance in Doylestown Borough. At the conclusion of the stop Neat pulled away, turned the corner and police heard the popping sounds again. A Citation was issued.
Public Drunkenness, February 16, 2022, E. Butler Avenue, New Britain Borough – Christina McBrearty-Monach, F/43, New Britain, PA, was cited for the above offense after police found her slouched down and unable to keep her head up. When officers approached McBrearty-Monach she had difficulty answering questions, became belligerent, began screaming at officers, presented with blood shot eyes, slurred speech, and was unsteady on her feet. She was transported to Doylestown Hospital for evaluation and a Citation was issued.
Disorderly Conduct, February 18, 2022, E. State Street, Doylestown Borough – Cody Nigh, M/25, Bancroft, Wisconsin, was cited for the above offense after police witnessed him throw a bottle out of the window of a vehicle and strike another vehicle parked on the side of the street. A Citation was issued.
Public Drunkenness, February 18, 2022,W. State Street, Doylestown Borough – William Henry, M/40, Doylestown, PA, was cited for the above charge after police responded to a call from a woman who claimed that someone was trying to enter her apartment. Henry was found inside the stairwell, heavily intoxicated, and lying on the floor. Henry stated that he was unable to locate his apartment and became frustrated when he couldn’t get into the apartment and began banging on the wall. Police transported him to Doylestown Hospital for evaluation and a Citation was issued.
Disorderly Conduct, February 19, 2022, N. Main Street, Doylestown Borough – Vincent Baldassarre, M/23, Ottsville, PA, was cited for the above offense for public urination. A Citation was issued.
Harassment, February 20, 2022, North Street, Doylestown Borough – Eric Moyer, M/43, Doylestown, PA, was charged for the above offense after police were called for a noise complaint. Due to the ongoing issue a Criminal Complaint was filed.
Drug Arrest, February 24, 2022, Matthews Avenue, New Britain Borough – Jack Parfitt, M/18, Chalfont, PA, was charged for the above offense after police noticed his vehicle parked in a closed area. When the officer approached the vehicle he detected an odor of marijuana coming from the vehicle. Parfitt admitted to having marijuana in the vehicle and consented to a vehicle search. The officer deployed his K9 partner and the dog indicated on the driver’s side door. The search resulted in drug paraphernalia and marijuana located in the vehicle. Parfitt was taken into custody, processed and a Criminal Complaint was filed.
Public Drunkenness, February 25, 2022, E. Oakland Avenue, Doylestown Borough – Joseph Tomasovic, M/32, Doylestown, PA, was cited for the above offense after police responded for loud music coming from a parked vehicle. Police arrived and found Tomasovic asleep in the vehicle and made several attempts to wake him. Once they were able to wake him he admitted to drinking and there was a strong odor of alcohol coming from his person. Police transported him home and a Citation was issued.
Public Drunkenness, February 27, 2022, N. Main Street, Doylestown Borough – Zane Dynda, M/27, Ottsville, PA, was cited for the above offense for public urination. A Citation was filed.
Harassment, February 27, 2022, N. Main Street, Doylestown Borough – Orterro Felton, M/23, Maplewood, NJ, was cited for the above offense after police found him in an altercation with a bouncer at a local establishment. A Citation was filed.
Disorderly Conduct, February 27, 2022, N. Main Street, Doylestown Borough – Matthew Laurence, M/24, Doylestown, PA, was cited for the above offense for public urination. A Citation was filed.
Ordinance Violation, February 27, 2022, Route 202, Doylestown Borough – Mohanned Sattar, M/28, Parsippany, NJ, was cited for the above offense after a traffic stop resulted in a small amount of marijuana found in his possession. A Citation was issued.

Theft, February 7, 2022, Veterans Lane, Doylestown Borough – Unknown person(s) stole a catalytic converter from a vehicle in the overnight hours.
Theft, February 9, 2022, North Street, Doylestown Borough – Unknown person(s) stole a bed frame that was delivered to a residence.
Theft, February 22, 2022, Selner Lane, Doylestown Borough – Unknown person(s) stole a catalytic converter from a vehicle in the overnight hours.
Theft, February 27, 2022, Famous Footwear, Doylestown Borough – An unknown male was witnessed walking out of the store without paying for his merchandise.
